JOB SUMMARY NON-UNION

Cermak Health Services (CERMAK) provides healthcare to the detainees at the Cook County Department of Corrections. The Correctional Chief of Dental Services is the clinical dental health authority for the Cook County Correctional Center. Provides structure and guidance for dental services delivered to detainees incarcerated within the Cook County Correctional facilities, ensuring that the provision of dental services is in compliance with court mandates, State and Federal Regulations, and is consistent with community standards, legal mandates, and strategic goals. Provides 24/7 on call coverage for clinical and administrative issues. Responsible for dental services at Cermak Health Services.

TYPICAL DUTIES

• Supervises Dentists, Dental Hygienists, and Dental Assistants within the Cermak Health Services Dental Clinics.
• Provides clinical oversight for dental services, including clinic, budget, supplies, and contract providers.
• Ensures compliance with federal, state, and county statues, local ordinances, policies, procedures, and Court Orders.
• Ensures compliance with National Commission on Correctional Health Care (NCCHS)and Department of Justice (DOJ) ordinances, policies and procedures.
• Provides general dental services for detainees in the correctional facility, including examinations, diagnosis, all facets of dentistry, and referrals on a daily basis.
• Performs or arranges for tests, labs, analyze or x-ray as necessary: prescribe treatment and/or medication, as necessary.
• Supervise Dentists, Dental Hygienists, and Dental Assistants, including chart reviews and competencies in accordance with licensure requirements to ensure performance goals related to production, clinical quality and regulatory compliance are met.
• Provides oversight, monitoring and approval of care where required for all providers including but not limited to Dentists and Dental Hygienists.
• Oversees and provides for employee goal setting, evaluations, training and staff development; make recommendations on discipline.
• Advises staff in the resolution of sensitive, complex, or precedent-setting situations; determines appropriate course of action; assigns responsibilities and monitors actions and responses.
• Supervises the preparation and maintenance of patient health service requests forms, grievances, court orders, and other medical records defining care.
• Assists in the formulation and administration of health program and administrative rules and regulations
• Conducts regular staff meetings and conferences to discuss operating issues, organization, strategic plan, budgetary matters, personnel matters, technical problems and the status of programs and projects.
• Develops and assures compliance with applicable policies, procedures, and protocols.
• Plans, organizes, integrates, and directs quality improvement activities
• Participates in the preparation of the budget, cost control and monitoring; assist in determining priorities on budget items, develop alternatives, and provide fiscal analysis.
• Attends a variety of required meetings and assures action or follow-through as a result of such meetings; chair meetings and or committees/advisory groups.
• Prepares and documents facts and testify in Court; serves as an expert witness.
• Assures clinic maintenance and cleanliness; inspects facilities and makes recommendations relating to sanitation and elimination of health hazards.
• Establishes and maintains effective working relationships with County officials, employees and the general public
• Works collaboratively with all medical and specialty departments to ensure the health care needs of the detainees are met.
• Provides feedback in the interview process and orients and trains new professional staff.
• Selects and assigns staff, assuring equal employment opportunity in hiring, promotion, and other employment practices; identifies staff development needs and assures that training is obtained and assures that proper labor relations and conditions of employment are maintained.
• Must be able to travel throughout Cook County
• Perform other job functions as assigned.

MINIMUM QUALIFICATIONS

• Doctor of Dental Surgery (DDS) or Doctor of Dental Medicine (DMD) from an accredited dental program, required.
• Current License to practice Dentistry in the State of Illinois, required.
• Current Illinois Controlled Substance and Drug Enforcement Agency License, required.
• Current Cardiopulmonary Resuscitation (CPR) Certification, required.
• A minimum of two (2) years of professional healthcare management experience to include clinical, administrative, and direct staff supervision, required.
• Prior experience working with Occupational Safety and Health Administration (OSHA), Department of Justice (DOJ), and National Commission on Correctional Health Care (NCCHC) requirements is required.
• Prior experience with electronic health record and electronic dental records is required.
• Proficiency with Microsoft Office is required.

PREFERRED QUALIFICATIONS

• Master's degree in Public Health, Health Administration, and/or Business Administration from an accredited college or university is preferred.
• Experience in corrections, public and/or community health is preferred.
• National Committee on Correctional Health Care (NCCHC) Certification is preferred.
• Bilingual English/Spanish is preferred.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

• Thorough knowledge of the principles of general dentistry, pediatric dentistry, and oral surgery
• Knowledge of State of Illinois Dental Practice Act and Standards of Care relevant to the practices and administration of the position duties
• Must be knowledgeable of all OSHA, DOJ and NCCHC requirements
• Knowledge of supervisory principles and practices
• Knowledge and experience using and electronic health record to include and electronic dental record

• Skill in prescribing and fabricating dental prostheses to restore masticatory function Skill to perform endodontics to maintain integrity of the dentition
• Skill to perform dental radiological procedures to diagnose dental disease
• Knowledge and skill to use and maintain dental equipment in the delivery of patient rare Knowledge in methods and techniques of preventative dental care in the treatment and control of dental disease
